Symptoms

On :  12.1.3 version,

ACTUAL BEHAVIOR

Installed Base Creation performance is poor/not responding  

EXPECTED BEHAVIOR
-----------------------
Expect when creating a new IB item instance, when enter item number, should be able to tab out of it in less than 2 minutes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigation:
Custom responsibilityh> Service > Installed Based > View and Transfer Customer Item (launches web form)
1. Enter any item in Item field, then tab.
2. 'Loading' appears and pages spins but never populates.

In comparison with production, these same steps happen instantly.

The issue has the following business impact:
Due to this issue, users cannot quickly create a new IB item instance manually
