ACTUAL BEHAVIOR
---------------
Leadtime Calculator for Process uses recipe validity rules that are end-dated in the past

EXPECTED BEHAVIOR

Expect only current, valid validity rules to be used.

Note that this is occurring even with GMPLTCPB.pls version 120.9.12020000.12, even though version 120.9.12020000.11 was supposed to have fixed this - see bug 25376031 and 26371361

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two recipes, with different routings that would cause different leadtimes
2. Run Leadtime Calculator, one of the recipes will be used, based on Preference or if the same Preference seems to use the most recently created or updated
3. Set an end date in the past on the validity rule for the recipe that Leadtime Calculator used, and delete the leadtime from the item master.
4. Run Leadtime Calculator again, it still uses the recipe with the end-dated validity rule.
5. Only after Obsoleting the validity rule is the other one used

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Leadtime Calculator calculates incorrect leadtimes, based on recipe that is no longer valid.
