The Oracle Application Manager (OAM) Workflow "Background Engines" icon is in a down status.
This is identified by the following steps:
1. Log into Oracle Application Manager (OAM) as the SYSADMIN user.
2. Navigated: Oracle Applications Manager->Workflow.
3. The "Background Engines" icon is in a down status.
