Sales Order Line Stuck in Awaiting Shipping Status With Error - Delete Reservation Has Failed With Error: BOM CTO_INVALID_ACTIVITY_STATUS (Doc ID 2491388.1)

Symptoms

On : 12.1.3 version, Transaction Control

Configured line of Sales Order is stuck in Awaiting Shipping status. The workflow is in error. When attempting to Retry Activities in Error,
the following error occurs.

ERROR

L_MSG_DATA=An error occurred because the workflow is not in the expected status.
Action: Contact your Oracle support representative.
L_MSG_DATA=Error: Inventory - Delete Reservation has failed with Error : BOM CTO_INVALID_ACTIVITY_STATUS
EXIT Save_API_Messages
PROCESS_SHIPPING_ACTIVITY : EXE ERROR
RETURNED FROM OE_SHIPPING_INTEGRATION_PVT.PROCESS_SHIPPING_ACTIVITY E
LEAVING OE_MSG_PUB.ADD
In WF save messages
ENTER Save_API_Messages
l_errmsg ORA-20001:
L_MSG_DATA=Workflow activity Ship has failed. Please fix the errors and retry the activity from the Order Form or the Workflow Monitor.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management Super User responsibility
2. Navigate to Sales Order form
3. Query order number
4. Right click the stuck line and do Retry Activities in Error, see error.
