On : 12.1.3 version, Bills/Routings Setup

ACTUAL BEHAVIOR
---------------
Job created for an assembly shows a Resource which is not found on the routing

EXPECTED BEHAVIOR
-----------------------
Job created for an assembly should contain only the resources in the routing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create job for assembly
2. Check the resource requirements.
3. A resource which is not found in routing is shown

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users had to manually delete the unwanted resource from each job.
