Symptoms

CONTROL_CODE is being applied from the GTM ComplianceRuleScreen, the GTM_EXCEPTION_CONTROL_CODE is not being applied even though the transaction line has all the data needed for the compliance rule to match it and apply the GTM_EXCEPTION_CONTROL_CODE.
