How to Enable Best Price Incompatibilty Resolution for a Modifier Based On a Dynamic Formula? (Doc ID 2492476.1)

Goal

How can one evaluate best price functionality for modifiers with formulas?

We have created a new Modifier which is based on the following.
A value is entered into a DFF which represents the value ,as a percentage, that we want each line on a Quote reduced by.
It is a line level modifier that calls a formula which gets a pricing attribute that is tied to the DFF.
The modifier works fine and returns the expected results.
However, if a another modifier with the same Level, Pricing Phase, Incompatibility Group and bucket with a lower percentage discount
it is applied rather than the one tied to the formula that was expected.

Note: noticed in Pricing Engine Request Detail output, that the "Best Percent" of my formula based modifier is 0 even though the operand was set to 10.
How can we resolve this issue?
