ICM Error 'error 4068 in afpdlrh' When Setting Specialization Rules After Swiching File System (Doc ID 2492652.1)

Symptoms

The ICM and FNDSM fails after change the Specialization Rules.
However, this issue is only raise after switching file systems.

One can confirm the below error from the ICM log.

List of errors encountered:

Error in DBMS lock request by handle. (ROUTINE=AFPGMG) (REASON=ORACLE
error 4068 in afpdlrh

Cause: afpdlrh failed due to ORA-04068: existing state of packages has
been discarded
ORA-04061: existing state of package body "APPS.FND_DCP" has been
invalidate

Routine AFPCAL received failure code while parsing or running your
concurrent program CPMGR

Review your concurrent request log file for more detailed information.
Make sure you are passing arguments in the correct format.

This issue is able to reproduce as the below steps:
1. Switch the file system or creating new instance.
e.g. adop phase=prepare, finalize, cutover, cleanup cleanup_mode=full

2. Change the Specialization Rules from the Concurrent -> Manager -> Define forme.

3. The below requests was run with automatically.
Build Concurrent Request Queue View
Restart Concurrent Manager (Restart)

4. The ICM and FNDSM will be down when finish the Build Concurrent Request Queue View.
And can not restart the manager of changed the Specialization Rules.
