Database Items Used in Element Input Validation Formula are not Getting Refreshed (Doc ID 2493211.1)

Problem Statement:

There is an element with an input value of Date type. This input value has a fast formula for validation using the following database items:
EMP_HIRE_DATE, ASG_START_DATE

The validation formula is working perfectly, unless the latest_start_date for an employee is changed. If user changes the latest start date, the formula still sees it as the old one and the validation failed.
The only thing which makes refreshing the DBI and get the correct value is to re-query the employee, case in which the validation is passed

Steps to reproduce
The issue can be reproduced at will with the following steps:
1. original hire_date was 23-oct-2018, this was updated to 01-oct-2018
2. Try to enter date input value as 11-oct-2018
