Can Not Withdraw Bid, Withdraw Action Is Not Available In Actions List

Symptoms
On : 12.2.4 version, Auction/RFx creation
ACTUAL BEHAVIOR
In Oracle Sourcing, observed that the Withdraw response action is not available before the RFQ close date.Can not withdraw bid,
and legally we have to allow the ability to withdraw a bid up until the bid closes.
EXPECTED BEHAVIOR
Expected that the Withdraw response should be available in the action LOV
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications
2. Responsibility: Sourcing>Sourcing Home Page.
3. On the Negotiations home page, click the link to Create RFQ.
4. Publish the RFQ.
5. Create the bid.
6. Withdraw bid option is not visible in the action dropdown.
