On 12.1.3 version,
When attempting to open forms After Applying RUP11 patches
the following error occurs when try to access EBS forms:

The issue can be reproduced at will with the following steps:
1. Apply RUP11 patches to EBS
2. Start the services and open the forms
3. Above error messages are seen while trying to open forms

The issue has the following business impact:
Due to this issue, users cannot open forms to complete business transactions
