ORA-20102: No Rules Are Applicable Error When Returning from Punchout

Symptoms
On iProcurement 12.2.5 when attempting to return items from a punchout to cart, the following error occurs:
ERROR

1.EXCEPTION:ORA-20102: No rules are applicable to this transaction. At least one rule must apply to this transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true.
2.Approval List could not be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iProcurement > Punchout to store
2. Add items to cart and return to iProcurement
3. Error is appearing in iProcurement
