Changing Work Request Status Fails Due to Date Validation

Symptoms
On : 12.2.7 version,
When attempting to update work request, the following error occurs.
Request By Start/Completion Date cannot be prior to today
Form validation failures:
Date "04-12-2018 11:19:53" in "Request By Completion Date" must be greater than or equal to "13-12-2018 10:51:45".
Date "04-12-2018 11:19:53" in "Request By Completion Date" must be greater than or equal to "13-12-2018 10:51:45".
The issue can be reproduced at will with the following steps:
1. Maintenance Super User -> Work Requests -> Search
2. Click on update icon of any work requests in search results.
3. In update work request page, change any value and save
4. Error page is shown.
