On : 12.1.3 version, GST

ACTUAL BEHAVIOR
---------------
Customer is using jai_wthld_client_ext_pkg.validate_reg_number function to validate first party registration number.

Validation is happening correctly but the error message that is appearing due to validation is not at all user friendly and is not relating to the main issue because of which error is coming.

EXPECTED BEHAVIOR
-----------------------
Since this is custom validation, system should allow customer to pass custom validation error message based on their business scenario so that the error message becomes meaningful to the end user.

STEPS

The issue can be reproduced at will with the following steps:
1. Go third Party Registration Form
2. Enter wrong GST registration number
3. Check whether meaningful error message is appearing or not.

The issue has the following business impact:
Due to this issue, users cannot understand error message during configuration.
