Tasks With 'In-Planning' Status Disappear From The Dispatch Center Gantt Page When Viewing Different Date Ranges

On : 12.1.3 version, Dispatch Center
ACTUAL BEHAVIOR
---------------
Some tasks are disappearing from Dispatch Center Gantt depending on the date that is displayed.
For example: a task has planned start/end dates on 24-NOV-2018 and the scheduled date is 26-NOV-2018. This is visible in Gantt only if the of date 24-NOV-2018 or earlier is selected.
If the date is changed to 25-NOV-2018 or after and the Gantt is refreshed, the task will disappear.
EXPECTED BEHAVIOR

Expect the task will always be displayed no matter which date is chosen. The task itself has not changed so it should be displayed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Task is scheduled for Nov 26th ( the planned dates are Nov 24th)
2. In Dispatch Center, view Gannt for Nov 24th. Task is displayed on the 26th
3. View gantt for Nov 26th, Task is not displayed on the 26th.
