AMP Target Is In Status "Pending" When Instance/Member Is In Blackout (Doc ID 2496493.1)

On : 13.1.1.1.0 version, OAM Integration

ACTUAL BEHAVIOR
---------------
EM 13c: Target is in Status "Pending" When Instance/Member Is In Blackout

During blackout of member/instance we have received alerts stating target status is in pending state.

The Alert shows the following:

From: xxx_PROD_Alerts
To:     <email id>
Subject: EM Event: Warning:ebs_prod_xxx_sys - Status Pending

Target type=Database System
Target name=ebs_prod_xxx_sys
Categories=Availability
Message=Status Pending
Severity=Warning
Event reported time=Nov 29, 2018 6:43:45 PM CST
Event Type=Target Availability
Event name=Status
Availability status=Stuck in status pending
Rule Name=Target_Availability,Target_Availability_Alert_rule
Rule Owner=SYSMAN
Update Details:
Status Pending


EXPECTED BEHAVIOR
-----------------------
Do not expect any pending status.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. EBS instance is in blackout during AMP monitoring.
