Organization Parameters Form Shows Last Updated By Users Who Do Not Have Access To The Form (Doc ID 2497428.1)

Actual Behavior
The Organization Parameters form (INVSDOIO) shows the Updated By field in Record History was last updated by users who do not have access to the form.

Expected Behavior
 Users should not show in the Updated By field who do not have access to the form.

Steps
The issue can be reproduced at will with the following steps:

1. Navigate to Warehouse Manager > Setup > Warehouse Configuration > Warehouses > Warehouse Parameters (Organization Parameters)
2. Select Help > Record History
3. Review record history and it shows that a user that doesn't have access to the form updated something on the form.
