UPK: UPK Developer Client Displays Incompatible Version Error When Connecting to New Install

Symptoms
On : 12.1.0.4 version, launching UPK Developer client
ERROR
-----------------------
Client cannot connect to server because of incompatible version error message"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch Developer client
2. Enter the location to connect to the new 12.1.0.4 Library (e.g. http://servername/ODSContent_Hyperion)
3. Error message displays "incompatible version". If customer continues, the UPK client shows Disconnected and displays content from the 12.1.0.3 Library.
