Report Builder Shows A Null Synonym Column Width Value

Symptoms
Report Builder with RDBMS 12.1.0.2.0 shows a null column width field value within the Property Inspector window when an outer join is used on a synonym object; however, the same join works okay with RDBMS 11.2.0.3.0.
The same symptom is present with the Standalone Developer 10gR2 (Oracle Reports) product and the Developer
10gR2 (Oracle Reports) product integrated with E-Business Suite (EBS) 12.1.3, even after patching to latest code as per Doc ID 437878.1. The issue is present with any report and any synonym database object.
If the outer join is removed or the actual table used, instead of the synonym, the column width is set properly.
