On : 12.1.3 version, Reconciliation and Clearing

Error in Bank Statement and Reconciliation Form is received when accessing the form in Spanish:

Procedimiento AXCABMR.set_sys_par org_id=, LE_ID=#####, ba_id=##### presentó excepción no manejada
Procedimiento AXCABMR.initialize2 HEADERS_STACKED presentó excepción no manejada
ORA-01403: no se han creado datos

The issue can be reproduced at will with the following steps:
1. Try to Reconcile a bank statement line manually it errors, WHEN USED SPANISH FORM.

Due to this issue, users cannot reconcile line in SPANISH
