Symptoms
On : 12.2.7 version, Reports - PO and RCV
When attempting to run the Encumbrance detail report,
the following error occurs.

java.sql.SQLException: ORA-06553: PLS-306: wrong number or types of arguments in call to 'C_AMOUNT_BASE_POFORMULA'

The issue can be reproduced at will with the following steps:
1.Purchasing responsibility -> Requests -> Encumbrance Detail Report(XML)
