How to avoid Duplicate Steps when Approving an Appraisal? (Doc ID 2499727.1)

Just want to know if there is any way to avoid duplication of appraisal tasks by manager.

I have a Performance Management Plan (PMP) set be started by the appraisee and after that, manager also needs to give the evaluation (appraise the appraisee - that's calculated as a score). And after that, manager needs to give the final ratings.
That sounds like a duplication of manager job by doing 2 appraisals.

Is there any way to avoid "Give Final Ratings" step or to have the competencies to inherit value of the previous step?

Expected behaviour:
Manager should only needs to give his/her appraisal once.
