ACTUAL BEHAVIOR
Unable to run a BIP report using the Report URL link with parameters After Upgrade to 11.1.1.9.18

Has reports which were built using the dynamic link from another report.
The primary report will list the sales at store level. When a store is clicked, it should open the detail report with sales for that selected store.
This Report was working fine before the BIP standalone upgrade from 11.1.1.7 to 11.1.1.9.18.
 
Also to be noted, the report link generated using share report link-> Current Page doesn't work. The report opens with the default value selected. We are expecting it to run with the parameter value that is passed in the link.
 
The issue appears only for the reports that has parameters depending on other parameters (Refresh other parameters on change option enabled).

EXPECTED BEHAVIOR
Reports with parameters should work as before.

The issue can be reproduced at will with the following steps:
1. Create a Report with parameters depending on other parameters
2. Run the report with values for parameters different from Default
3. Select share report link -> current page then copy URL into another browser
4. Parameter selection are not used

BUSINESS IMPACT
Due to this issue, reports are not running
