PR Commitments is showing wrong behavior in case of partially created PO.

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Go in Purchasing responsibility and create a Purchase Requisition (PR) for quantity 20.
2. Send this PR to Projects module.
3. Go in Projects responsibility and run PRC: Update project summary amount.
4. Check if Project commitment shows the newly created PR.
5. Go in Purchasing responsibility and create a Purchase Order (PO) for quantity 10 (partial amount of the PR).
6. Send this PO to Projects module.
7. Go in Projects responsibility and run PRC: Update project summary amount.
8. Check if Project commitment shows the newly created PO and observe that PR line disappeared.

User expectations was to see two lines in Projects commitment:

• 1 line for PR with remain quantity 10.
• 1 line for PO with quantity 10.
