Unable To Receive The Purchase Order Error : rvtptcontrol failed RVTTH-010 (Doc ID 2501525.1)

Symptoms

Unable to receive the purchase order
Error while receiving PO in   iProcurement.
 
The issue can be reproduced at will with the following steps:

1.Log on  to iprocurement responsibility and open iProcurement page.
2.Click on ‘Receiving’ tab -> ‘Receive Items’.
3.Search with Order number 
4.Click on ‘Next’.
5.Enter Receipt date and packing slip and click Next
6.Click on ‘Submit’.
Below error is coming.
Actual Behavior:
Below error is coming while receiving the PO.

Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"rvtptcontrol failed RVTTH-010: Subroutine rvtthins() returned error Cause: Subroutine rvtthins() returned an internal error. Action: Note this error number and the actions you are trying to perform. Con RVTTH-192.rvtthins: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned error Cause: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned an internal error. Action: Note this error numb Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE."
