GTAS Exception Report for new SGL account

After configuring the system for new SGL account XXXXXX for FY2019, once the transactions started to hit GL in production in January, we are getting this exception 'The Federal or Non-Federal Code derived based on the Customer Supplier is not valid for the GL Account base on the Federal or Non-Federal Code GTAS Attribute values' when running the Federal File Creation Process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Federal Administrator
2. Submit the GTAS process
