External User Unable To Select Payment Method In iReceivables (Doc ID 2501973.1)

On : 12.1.3 version, Account Details

ACTUAL BEHAVIOR
---------------
An external user is unable to select a payment method iReceivables.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to select new account number in payment method.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iReceivables > Account Details > select invoice to pay
2. On Advanced Payment page, only see New Credit Card in Payment Method LOV.
3. Do not see New Bank Account.
