In Oracle Projects, the foreign exchange rates cost and revenue are different for  3-way matched receipts.

Cost and revenue currency exchange rate dates are different for transactions with source PJM_CSTBP_INV_NO_ACCOUNTS.

Steps:

1. Create 3-Way match PO in foreign currenc - use Project/Task that is Billable - Project and Functional Currencies should be different
2. Receive PO
3. Run Cost Collector to interface PJM_CSTBP_INV_NO_ACCOUNTS to projects.
4. The cost process takes the expenditure item date, since the project implementation is set to use exchange rate date as of expenditure item date.
5. Run Generate Draft Invoice process. Revenue process uses exchange rate date of PA/Invoice date.
