According to "Fusion Middleware Administrator's Guide for Oracle Business Intelligence Publisher" > Preparing to Use the BI Publisher Catalog Utility (https://docs.oracle.com/middleware/12212/bip/BIPAD/GUID-014104F7-13F2-47B7-BD68-AB948132ABAB.htm#BIPAD390), BIPCatalogUtil.sh should be located under ORACLE_HOME/clients/bipublisher directory.

For BI Publisher 12.1.3.0.0, there is no such file.
