Applicant Rejection e-mail Is Not Sent Or Subject Missing Candidate Name

On : 12.1 HRMS RUP9 version, Application Status Changes
After applied <Patch 28105993>, when an individual Application Status is changed to Terminated with an Effective Date in the Past, notification is not sent to Applicant. Also a notification going out to the
Recruiter as well as Hiring Manager - but this has a blank name in the subject and body when an individual profile is updated
Rejection notification must be sent to the Applicant, Recruiter as well as Hiring Manager and need to have correct candidate name in Subject
The issue can be reproduced at will with the following steps:
1. External candidates are applying for a vacancy
2. Recruiter change the application status for that applicant and vacancy to "Terminate Application" (individual candidate update) with effective date in the past
3. A notification is sent to recruiter but subject is not populated with candidate name ("The application status of &IRC_CAND_FULL_NAME for vacancy &IRC_VACANCY_NAME is changed").
4. No notification is sent to candidate!
