Symptoms

Create claim task won't let assign additional resources

When the customer creates a task , system is not letting him select any additional resources

EXPECTED BEHAVIOR
-----------------------
Should pick the user of the claim owner

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go into Trade Management -> Open claim ->task->enter new task , pressing + -> save
2. Can't select any additional resources
