On : 12.1.3 version, Setup of orgs, subs, locators

ACTUAL BEHAVIOR
---------------
In one specific org, the value for the Expense Account was blank / null.  This value was originally correctly populated.


STEPS
-----------------------
The issue can be observed at will with the following steps:
1. Organization Parameters
2. Costing Information tab
3. Observe that Valuation Accounts >> Expense field is NULL
