Project Deductions Failing With Error "Accounting Date Is Not In An Open Period" (Doc ID 2504696.1)

Going to Projects Superuser->Projects: Delivery->Search Projects->Procurement->Deductions.
The user enters the deduction details and then clicks on submit.
After that, the user submits process “PRC: Import Deductions To Payables” and it fails saying "Accounting date is not open period."
Then it is noticed pa_deduction_transactions_all table that the expenditure_item_date is the same as the GL_date (26-JUL-18) which is being passed as accounting date to AP_invoice_lines_interface table.
Expenditure_item_date needs to be set as “26-Jul-2018” and the gl_date should be set to the current date, but there is no way to enter gl_date.
