Getting error when editing Workflow Mailer settings in OAM.

'An error has occured' in Step 4 "Message Generation"

The issue can be reproduced at will with the following steps:
1. Log into EBS
2. Navigate to System Administrator responsibility > Oracle Applications Manager > Workflow
3.Click Notification Mailer Icon,click Button Edit and Button Advanced.
4.Error out on the step 4 of 8

The issue has the following business impact:
Due to this issue, users cannot edit the Workflow Configuration page.
