'No Message Found!' seen in iStore after CPU Security Patches (Doc ID 2506172.1)

Oracle iStore - Version 12.1.3 to 12.2.8 [Release 12.1 to 12.2]

Symptoms

On Test :  12.1.3, 12.2.5 or higher version

After applying January 2019 CPU Patch, when the iStore business user is in the Checkout: Shipping Information (step 1 of the train) page, the following message is getting displayed in front of the Next button

For example:

Step 1 No Message Found! 4

 Correct/Expected Message:

Step 1 of 4

"No Message Found!" can appear in other iStore pages also, such as Catalog, Order Submit/review.


STEPS

The issue can be reproduced at will with the following steps:

1. Login as an iStore user
2. Add item(s) to the cart
3. Choose to Checkout
4. In the Checkout: Shipping Information (step 1 of the train) page see the "No Message Found! "

The issue can also be seen in the iStore checkout flow where the message is seen rather than the actual error message.
