R12: Getting errors when trying to baseline project financial plan budgets, ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired in Package (Doc ID 2507477.1)

Symptoms

Trying to enter budgets in the project management pages and are able to enter the budget details and submit the budget. When baselining the budgets. an error shows up instead of baselining.   Reviewed the note, ORA-00054: Resource Busy And Acquire With Nowait Specified When Updating Financial Plans Doc ID 1276247.1, and cancelled the summary programs that were enabled, but still getting the same error.
