Transaction Purge Fails With Error: 'No closed period found for date entered ' (Doc ID 2508956.1)

Symptoms

On : 12.1.3 version, Inventory Transactions

ACTUAL BEHAVIOR
---------------
Run concurrent request Transaction Purge (INVTXPURG) which runs executable INVTXPURG (INV_PURGE_PUB.purge_Transactions) for an organization.
After running purge, a significant number of records remain for the organizations and dates specified in the purge.

EXPECTED BEHAVIOR
-----------------------
Expect all of the transaction within the purge date to be deleted

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Inventory
2. Navigation: Transactions -> Purge
3. Enter Purge Date and Name and submit
4, Check the log file and see the error: 'No closed period found for date entered'
