Unable To Plan Pick Wave ORACLE error 1086 in FDPSTP Cause: FDPSTP failed due to ORA-01086: savepoint 'PLAN_WAVE_CONCURRENT_SP' (Doc ID 2509496.1)

On : 12.2.7 version, Wave Planning

When attempting to create a wave, seeing the following error. This has never worked since upgrading to 12.2.7.

Error in log
ORACLE error 1086 in FDPSTP Cause: FDPSTP failed due to ORA-01086: savepoint 'PLAN_WAVE_CONCURRENT_SP' never established in this session or is invalid ORA-06512: at "APPS.WMS_WAVE_PLANNING_PVT", line 962 ORA-06510: PL/SQL: unhandled user-defined exceptio12-DEC-2018 16:04:17

The issue can be reproduced at will with the following steps:
1. Navigate to the Create Wave Form.
2. Click on the Wave Options tab.
3. Select your Pick Slip Grouping Rule.
4. Select Default Sequence Rule as "Default: Order Number
5. Auto Create Delivery as: Yes
6. Auto Create Delivery Criteria as: Within an Order
7. Enter a Staging Subinventory
8. Enter a Staging Locator
9. Plan Tasks as: No
10. Plan Wave: Checked
11. Select a planning Criteria that is a Rule based Planning
12, Click the Launch Concurrently button.
13. See the reported message.

The issue has the following business impact:
Due to this issue, cannot planning the wave.
