Goal

When user submits the change on requisition via iProcurement.

If this requisition has any RFQ, show the 'Yes' , 'No' button with the following messages:

One or more lines on the requisition have been placed on a negotiation. If you submit a change for such a line, the negotiation owner will be informed about the change. Would you like to continue?

Is it possible to hide 'Yes' button by personalize?
