On 12.1.3 version, Advanced Configurations

User shifting on premises instance to Oracle cloud . The Oracle Load balancer as service (OCI LBaaS) is used to load balance the nodes . 
Unable to access the Menu or click on the Menu post login to Load Balancer URL


While accessing menu getting error on cloud manage instance .

Error while invoking Main Menu. JBO-30012: A cookie for session g5FHanr4vzZEfS3kbZs5fXxERN and application oracle.apps.fnd.framework.navigate.server.OANavigatePortletAM has already been registered with application pool The cookie must be removed first.

Menu and responsibilities  should get launched on cloud instance.

The issue can be reproduced at will with the following steps:
1. Trying to access the menu and responsibilities

Due to this issue, users cannot access the menu and responsibilities
