ACTUAL BEHAVIOR
---------------
The employer liability element for basic life insurance is not producing any results when the employee has no earnings.

EXPECTED BEHAVIOR
-----------------------
The employee is still covered by the insurance element so the cost of the element should be produced for costing.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee has Employer Liability element
2. Employee's payroll is processed with no earnings
3. See the Employer Liability is also not processed
4. The employer liability should process because the employee is still covered for this insurance
5. The employer liability has an input value in Amount and needs to process through to Pay Value
