Symptoms

ACTUAL BEHAVIOR
---------------
Rule not triggered for RMA without reference

EXPECTED BEHAVIOR
-----------------------
Expects rule must be triggered and tax category must default.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a RMA without Reference.
2. Navigate to Tools > India Tax Details. Observe no Tax Category got defaulted.
3. Modify warehouse at header and line. save changes.
4. Navigate back to Tools > India Tax Details Tax category will be defaulted.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create RMA order.
