OM fulfillment record is stuck in CSI_TRANSACTIONS_INTERFACE with process_flag = B
The issue can be reproduced with the following steps:
1. Navigate to Install Base Administrator (R) -> Transaction Interface.
2. Query for the order number.
3. Retrieved record is with B processing status as reported.
