Error When Attempting To View Requisition Details: Class not found exception: server.CLMModsVOImpl (Doc ID 2512631.1)

When attempting to view requisition details, the following error occurs.
The issue started to happen after the following patches were applied:
1. <Patch 28650426>:R12.ICX.D
2. <Patch 27585760>:R12.ICX.D

Steps To Reproduce

1. iProcurement User responsibility->iProcurement Home Page
2. Click on a Requisition in My Requisitions region->
3. In Requisition detail page, Click on Details icon of a line.
4. Below error appears.

Please note: Same happens viewing the requisition details from notification:
5. Click on a notification
6. Click on View Requisition Details
7. Click on Details icon
Same error as above
