Rollup issue where UOM of ingredient quantity does not equal UOM of product quantity
EXPECTED BEHAVIOR

To be able to see the correct cost rollup cost.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a formula with product which is scale type proportional
2. Ingredients as 1 item as Proportional
and another item as integer Scale type.
3. Make sure you have a costing Validity Rule
4. Run cost rollup
