UPK: User Import Does not Create User Groups When Using a Database Connection String

Symptoms
When using the User Import Utility to import Users from a EPR database connection, if the User Group does not exist in Knowledge Center should the import utility create the user group? OR, does this only apply to a tab delimited file or Excel file?
Online Documentation:
USERGROUP: Should reflect the name of all user groups in which a user is to be enrolled. User groups do not have to exist in the database prior to running the User Import Utility. If the user group does not exist on the server, it is created.
After importing the data, view the User groups page to see that the new user group was created.
