Symptoms

As per Oracle Standards, an Earnings element has 'Reduce Regular' = Yes, but it does not reduce the regular salary's hours or amount.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create element entry for <ELEMENT NAME>
2. Run payroll
3. Check SOE and see regular salary is not reduced by the element
