UPK Unable To Log In To Knowledge Center When Using Standard Authentication (Doc ID 2516367.1)

On : version, Knowledge Center

Brand new install, with Standard (Forms) Authentication. When logging in, if using valid credentials (eg., admin/pw) , the screen just returns to the log in with no error message.  If you enter incorrect, username and password, receive error:

User does not exist

The issue can be reproduced at will with the following steps:
1. Enter Knowledge Center URL
2. Enter Username and PW
3. If Username and PW are correct, screen just returns to the same page.  OR, If Username and PW are incorrect, receive message "User does not Exist"

Due to this issue, End User cannot log into Knowledge Center.
