Forms Export To Excel Results In Incorrect Formatting for .tsv File (Doc ID 2516639.1)

Exporting data using the Export button Project List, Budget, or other views within the EBS Projects module results in an improperly formatted Excel file.
.tsv file format is a tabbed delimited file.
Row 1 contains the header row with double quote string delineations.
Other rows are inconsistently parsed based on commas, which results in any text or numeric values being parsed into separate columns, so any columns that contain a comma, such as a Last Name, First Name or numbers containing commas, get parsed separately.
