Problem Statement:

When attempting to run RTI FPS process, RTI - Full Payment Submission Process (FPS) 2018/19 - XML Output completes with error

Concurrent program returned no reason for failure.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

Apply RUP11 and 2019 TYE patch
Run the RTI - Full Payment Submission Process (FPS) 2018/19 program with output as XML
RTI - Full Payment Submission Process (FPS) 2018/19 completest successful but xml output process errors
